Water accumulated on Douglas Steet causing challenges for drivers.It not only rained yesterday, but it rained harder than on any other day so far this year in Greater Victoria. A total of 35.6 millimetres had fallen by early evening at the University of Victoria, according to the university-based Weather Station Network.
